Have you restarted since the upgrade completed?
Yes I restarted and it didn't help. Now what?
Does it say what the problem is?
It says "Mail cannot be opened because of a problem. Check with the developer to make sure Mail works with this version of OS X. You may need to reinstall the application. Be sure to install any available updates for the application and OS X."
I checked for updates and there aren't any. I went into disk utility a repaired all permissions. This is making me crazy.
Is Mail in the Applications Folder?
If it is not, move it back there and reinstall the OS.
If it is in the Applications folder, does it have a "no Entry" sign on the icon (circle with slash through it)?
10.8.2 has some updates for Mail, but they are minor. However, it may be a full version that gets installed, so you might try downloading and installing that: http://support.apple.com/kb/DL1581
Mail is not in the Applications Folder. How do I move it there? Then how would I reinstall the OS. I thought I was pretty good with this Mac, but I now see I don't know CRAP.
After some searching Mail is in the App Folder and there isn't a no Entry sign in the icon. I'll try installing the verision you sent me.
