If you have been doing the basics and backing up your computer, then they are not gone. They are in your backup.
Use your backup to put them back.

That would work...if the external drive that houses the iTunes media files hadn't crashed. The drive doesn't mount so Time Machine doesn't see it, either.

They should be in Time Machine if it was configured properly and has been doing it's job.
Use Time Machine to simply restore them. Certainly there is an option to restore the content to a location other than the original location.
