Why would you not simply change the e-mail address associated with your account?
Why is your account blocked? Why not get it unblocked?

You don't HAVE to pay for everything if you are happy with using the other account for updates, etc. But if you don't want to do that then you will have to buy new copies of everything for the new account. There's only one purchase item per account, but you can redownload an item in the account many times.
The idea is this:
One computer, multiple devices, one Apple ID.
One user, multiple devices, one Apple ID.
The basic idea is that each user has an Apple ID under which he/she can manage multiple devices on a single computer.
Once you step outside of that model you create such problems as not being able to use or update apps purchase under one Apple ID when using a different Apple ID. Or not being able to easily sync one device on more than one computer.

Oct 14, 2012 2:13 PM in response to malau23by Kappy,★HelpfulYou will need to essentially do both. Tap Settings > General > Reset > Reset All Settings. When you finish making the changes you will need to re-sync with your computer's iTunes by creating a new iTunes account using the new Apple ID.
Or you can go the other direction by first creating a new iTunes account using the new Apple ID.

Oct 14, 2012 3:16 PM in response to malau23by Kappy,It will only remove settings including the Apple ID, user's name, etc., but it won't delete apps or iOS, if that's what you are asking.
Open iTunes. Attempt to download an app. You will be prompted to enter and Apple ID and password. At the bottom of the dialog is an option to Create a New Account.
