iPad App install is stuck in waiting and will not complete. What is the solution?

I have restarted the ipad, powered off and back on, reset settings but nothing helps.

No apps can be installed. Fails in the waiting state.

I am hoping not to have to do a clean install.

Can someone please suggest a solution to this issue?
