Turn off Voice and SMS but not data
Is there a way to turn off voice and SMS but not data? My phone company offers data internationally but the voice charges are outrageous.

Not possible.
The best you can do is turn on Airplane Mode and then turn WiFi on. You won't have voice or cellular data in this instance.
You can turn off cellular data... But not voice.
