Opening PDF's instead of downloading

In Safari 6 on Mountain Lion, PDF's keep on downloading, isntead of opening them in the browser. How can I fix this?

Please note there are no files in Library/Internet Plug-Ins and I have "Open Safe Docoments After Download" disabled.

Quit Safari. Triple-click the line below to select it:

~/Library/Preferences/com.apple.Safari.plist

Right-click or control-click the highlighted line and select Services Reveal from the contextual menu. A Finder window should open with a file selected. Move the selected file to the Desktop. Relaunch Safari and test. If it works the way you want now, recreated your settings and delete the file you moved. Otherwise, quit Safari again and put the file back where it was.
