    Next question,

When will Apple correct the issue of losing your password for Restrictions and having to dump all of your data with Restore and start all over with your Iphone, to "learn your lesson"?

Never.  Why would they?  It's not Apple's fault you're irresponsible.

There is nothing to correct. If there were no password, or the ability to override a forgotten password, what good would the restrictions be? Apple does not store any information about your phone, so there would be no way for them to help recover it. As you set a password for something like this, you will need to write it down and store it in a safe place. It is not about learning your lesson, it is about security.

After installing Find My Phone it was suggested to set the Restrictions password to prevent someone from deleting the Find My iPhone app before i had a chance to trace it (but NOT to keep prying children from my p..n) (I have no children or p..n by the way) hahaha

I then mistakenly wrote my Restictions password on a To Do list which did not include on the To Do list, the task of transferring the number to my ever growing list in my passwords book.

I posted the question on how to reset it, knowing that doing a factory reset was an option but not one that I trusted not to lose more information from my iPhone and I got the classic advice from Mom and Dads saying I should have written it in a safe place.... ....!..... and that I could um do a factory reset.

Here are passwords I then tried in my spare time and even by alarms on the hour at times and I would add a new number that came to mind after trying one that did not work. I did try others before this list but didn't keep them. Also initially I just added the random numbers one after the other and realized I repeated some that way so I put them all in a numerical list instead. I would then list each new number I thought of with a question mark after it and once I tried the number I would go back and put a comma after it. Sometimes I would list several numbers as you see, a few are left with ?'s

Not to sound to woo-woo for you perhaps, I trusted my numbers that came to mind after thinking about what I seemed to remember or what was logical for me to use and had faith that the right number was the next that came to mind, but it was when I posted the question to God (Spirit, Source, The Universe) without the "what it might be" attached and then let it go from my thoughts with faith, the number came a little later and logged it in the list and tried it the next time and then Bam !!! it worked.
