why can't I add other people to view photo-streams that I've created? It seems, I have to make a new photostream of the exact same pictures if I decide I want to add others to a shared photo stream. That's just lousy.

Look at the paragraph:
On your device running iOS 6:
- From your Home screen, tap Photos.
- Tap the Photo Stream tab, then on an iPhone or iPod touch tap the blue arrow next to the name of the shared photo stream. On an iPad, tap the Edit button, then select the shared photo stream.
- To add people: Under Subscribers, tap Add People. Enter the email address of the person(s) you wish to invite to your shared photo stream. Tap Add.
- To remove people: Under Subscribers, tap the name of the person you'd like to remove, then tap Remove Subscriber.
