My Iphone 4S does not text to any other non-iphone cellular phones. I have done everything from restart to reseting the whole system. I spoke with Sprint for an hour and they finally recommended to talk to Apple. Internet shows others having the same problem but no solutions have been found. Anyone have any ideas?

Have you checked Settings > Messages
1. "Send as SMS" must be "On"
2. "Send & Receive > Start new conversations from ..." must be properly set to your telephone number.
If no change after resetting network settings on the iPhone and/or after restoring the iPhone with iTunes as a new iPhone or not from the backup and Sprint couldn't resolve it on their end and recommended contacting Apple, you do that by calling AppleCare or make an appointment at an Apple store if there is one nearby.
Those settings are for iMessage only, not for SMS/MMS.
