I receive a notice that I cannot get a secure connection to the i tunes store. should i delete and reinstall.

I have been trying to upgrade my I phone 4 but I cannot get the itunes store to connect. It keeps saying I cannot get a secure connection. Do I need to delete the I tunes from the computer and reinstall.

iPhone 4, Windows 7

If you're getting that message when you try to access the Store (as opposed to just having it show up in your diagnostics), I'd try the following document first:
