It was called VLC Player. Looking now I see it isn't there anymore. I don't see anything in the App store that matches. I suggest again as I mentioned earlier to Google for a converter program you can use on the computer to convert the program to a file type that will play on the computer.
You don't need to download an App.
My understanding is that you simply have to change the file extension from .3ga to.mp3 (on each file) and then they should play.
That said, it works on a Macbook Pro - I've just tried it.
Not sure about iOS though.

iPhone, iPod, iPad, iTunes, iMovie, etc don't support 3GA format. To play 3GA in iPhone 4S, you'd better to convert them to iPhone 4S compatible formats like MP3, AAC, AC3, M4A, ALAC, etc.
It also helps you convert 3GA to WAV, WMA, FLAC, AIFF, DTS, AU, etc.
You could try the VLC app, I believe it plays those files, otherwise you would have to convert it. Google for a list of converters.
