Obviously you have to be running iOS 6 and be using the new iPad in order to have Siri. So if Siri is communicating with you and telling you that something is wrong, check the settings.

Go to Settings>General>Siri>On. Then check the language setting and set Voice Feedback to Always. Then try again.

You can also try rebooting the iPad.

Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.

    And try resetting all settings.

Settings>General>Reset>Reset All Settings. You will have to enter all of your app preferences and device settings again.

Since it sais Spire not Configured, i think you have jailbroken your device.

You tell us you are in ios 5, you should be running ios 6 and you should be running IOS6 on the new iPad in order to get Siri "legal"

Since apple is against Jailbreaking, we are not allowed to advice you on how to configure it so it will work with a jailbreak.

Shows how much I know about jailbreaking, I just assumed that it was a typo caused by autocorrect! I learn something new every day.
