does apple tv work with PAL

It should. I think these NTSC, PAL and regional DVDs are dıfferent to how Apple TV works. I use PAL and nothing on Apple TV says what region it is which it wopuld need to do if that was an issue!

I assume you have a black ATV?

So long as the TV in India has HDMI and can do 50 or 60 Hz 720p or 1080p (for ATV3) it should be fine.

PAL/NTSC are pretty irrelevant when it comes to devices like AppleTV.
