Do you have restrictions set up on the iPod that prevents you from being able to install apps? To check, head to Settings -> General -> Restrictions.
Are you syncing the iPod with the same iTunes library you normally sync it with? Is the library authorize to play and sync your purchases? To check, head to Store -> Authorize this Computer and enter your Apple ID credentials that were used to purchase the apps that are stored in your library.

I have no restrictions set up on the ipod involving apps or itunes. I originally downloaded an app from itunes on my computer because I don't have wifi on my Ipod and now I need to download the app from my computer onto my ipod. I've read the article you have provided, and still have the issue. help please?

Make sure your computer is one of the 5 you can have authorized with your iTunes account.
