Should facetime work from Canada to the UAE(United Arab Emirates)?

Facetime worked for us (my parents and me) in Canada and the US but doesn't seem to work when I am in Canada and my parents are in the UAE (united arab emirates). Is it normal or we need do something extra to make it work?

After reading some comment posted by others, I think it is important to add that my parents ipad was purchased in Canada... so shouldn't it work then???
