I have a 2nd generation Apple Tv on which I purchase movies and TV shows, how do I view these on my iPad from the iCloud?

I believe movies bought on the Apple TV can ONLY be watched on the Apple TV (attached to the television). You can mirror from the newer generation iPad to the television using Apple TV, but you can't send Apple TV to the iPad.

That applies to rentals.

AppleTV 2 and 3 do not have internal storage to hold purchases to transfer back to iTunes.

If the user's country supports Purchases in the cloud then these should be available to redownload in iTunes on an iPhone/iPad or computer under the store's Purchased section.
