could i set up my AT&T account thru icloud.

No. You can only use iCloud email addresses with iCloud (@mac.com, @me.com & @icloud.com).
You can setup email forwarding from your AT&T account to your iCloud account, but you won't be able to send email as your AT&T address through/from iCloud.
