Syncing the iPad with iTunes transfers content from the iTunes library on the computer - to the device itself so that you do not have to be at home in order to use the content. It is transfered and stored on the iPad for access anywhere that you are. You do not have to be at home to use the content since it is now on the iPad.

Home sharing allows you to access the computer's iTunes library from the iPad for media playback - movies, music, TV shows - but the media is streamed to the device over WiFi and is not actually transferred to the iPad. You must be on the same WiFi network and iTunes must be running on the computer in order to use home sharing. The content is not transferred to the iPad with home sharing.

Homesharing allows you to access certain content on another device on your wifi network.  For example, my wife has a MacBook Pro that she uses at work.  When she comes home, it connects to our home wifi network.  As a result, I can see an play the music in her iTunes App on MY iMac here at home.  The reverse is also true:  She can access the music on my iMac from her Macbook when she is at home.

Syncing is totally different.  Syncing means having the same content on two devices.  The requirements for syncing are different (more stringent) than for homesharing.  Syncing typically occurs between devices being associated with the same Apple ID, whereas Homesharing is not.
