Help!
My iPod touch's power button is jammed so I will trade it in for a new one.
Is it possible to download my apps 100% to a computer before trading it so I can pick up where I left off?

We don't have a Mac but we do iTune
Yes. You can transfer your Apps from the iPod Touch to iTunes by plugging the iPod Touch in and selecting File -> Transfer Purchases from <Name of iPod>. This will transfer all the apps on your iPod over to your iTunes library as well as any other iTunes purchased content.
However, you also need to back up your app data via iTunes or iCloud. See here for instructions on how to back up your iPod Touch.
And when the new/replacement iPod Touch arrives, restore it from that same backup.
