Q: ICloud not backing up; Pages does not update

My iPad does not backup to iCloud.  Documents in my pages app no longer update.  Documents in third party apps still work fine with Dropbox, Evernote, Google Docs and box.com.  In comparison, so far iCloud is easily the most rigid, worst supported, worst documented cloud service out there.

 

I have a fairly new iPad:

IPad model mc706ll

WiFi is fine with good speed.

OS is updated. (6.0)

 

Here is what I have checked/attempted based on what I have found on these boards:

 

Hard reset was attempted.

Space in iCloud is not an issue: 4.8 of 5.0 GB remain.

Backup to iCloud was turned off, backup files deleted. Backup turned backed on.

Reset all settings was done.

Settings>iCloud>documents & data set ON

No pending iTunes downloads, logged out of iTunes account and reset anyway.

Backup for all apps was turned off then on selectively. None appears to be culprit. Backup still fails.

Login Settings for iCloud account appear correct. I can log to iCloud from a Windows PC and see files in the iCloud account uploaded when it still worked a couple weeks ago. The names of my more recent iPad Pages documents appear but there is no content.

In Settings>pages, iCloud was turned off, then back on. Some duplicates of older files from back when sync worked are then downloaded to iPad when iCloud turned back on, upload of updates to iCloud still fails.

 

Is the protocol to delete one's iCloud account, make a new one and pretend all is well? Is that even possible?
