These are user-to-user forums, nobody on here will know the actual reason. Is your card registered in the same country as your iTunes account and to the same address (and the address on your credit card bill has exactly the same format as on your account) ? if you think that it should be valid then you can try contacting iTunes support via this page and ask them : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page
