Im trying to sell my old macbook but I literally have nothing that came with it except the charger. I need to erase the hard drive to protect myself/family from theft. Is there a way to do this safely and effectively without having a startup disk? It currently has OS X 10.6.8 and I have no idea what it came with.

You must start in the Mac OS X DVD to erase the drive. Call Apple to get replacement DVDs > http://support.apple.com/kb/HE57
Call Apple and order a replacement set. They will charge you a nominal fee for shipping and handling.
You really shpuld do that because the DVD is part of the MBP and shpuld be included with its sale.

You cannot. But you can purchase replacement discs or Snow Leopard from Apple: Contacting Apple for support and service.
If you have a bootable backup on an external drive you can boot from it instead.
I tried to call Apple but my computer is over 5 years old and they wanted to charge me $20 just to speak with someone...
Ask for sales.
