Photos do not count to your storage space. You have to backup the photos on computer then delete those in Photo Stream.

Photos on iCloud is only for your convenient so that it can stream to your other Apple devices. It's not a backup solution. Apple will keep 1000 photos for 30 days.

Go to Photos app and tap on PhotoStream.

Use any Apple devices eg. Photos app or Mac's iPhoto to view photos on iCloud Photo Stream.

So if photos don't count towards your iCloud capacity, why does it seem to impact it?

I (and several others) are experiencing issue with backing up photos from one device, because it says iCloud storage is full (which I believe was at least part of the issue with the OP's comments) - In my situation I recorded an hour and a half video which apparently filled up my iCloud very quickly.. that's when I started getting the message in photos about iCloud being full. I've backed up the video to my pc and deleted it from my iPhone. It still says it's full when I've got 4.8gb of 5gb free.  upgrading to ios9 made no difference.

    Please advise.

    Thanks.

    They do count.

They didn't count 3 years ago when this thread was started.
