Why my iphone5 can not send out messages. What the problems

I can't send out SMS but can receive SMS. I have tried restarting my phone,it's on iOS 6 and have contacted my cellular provider. I've got this phone 2 weeks back and recently just used the SMS two day ago,and I found out that I cannot use this service. I have also restarted my phone more than a dozen times.Got a new SIM card from my cellular provider.

I'm using this phone in Malaysia with a Malaysian Cellular Provider(Maxis)

Please help me with this problem.

sending SMS is a carrier function. You'll need to work with your carrier.

How come my others 3 number of iPhone 5 have no problem

Which use the same provider.

You can try replacing the SIM. Couldn't hurt.
