Some Devies will not get user or group setting

We are using Profile Manager as MDM solution for our company.
We have few iPADs 3 32 GB,which we already deployed to users.
We had no issue at all.
All of a sudden we are trying to enroll new devices (16GB iPAD 3)..And its not working.
Devices can access the enrollment page and enroll fine but just wont get user or group related setting.
It keeps saying Sending in Active Task under profile manager server but actually never sends User or group settings.But it still works fine with devices which were enroll before.Even if you re-enroll them it works.When we try to enroll new device,It Shows as "New Device" and never works.Keep saying sending.
Only 2 profile showing under Profiles ."Trust Profile and Remote Management.
It never gets User or Group Settings.
All the setting being re-checked already.

Any help will be appreciated.
