There is no facetime 'app' on the iPhone. It is accessed through contacts. Read the manual.
There is no facetime app, you will have to go to your contacts to use facetime.

I have pitched a new iPhone 5 from Axiom telecom Dubai . I am not able to find face time in Settings and contacts. Pl advise
That is because it is banned by law there and has been permanently removed from all iPhones sold in that market.

If you got the phone from the Middle East in a country where it is banned by law, you do not. It has been permanently removed from those phones.
Phones purchased in countries where FaceTime is banned can NOT have FaceTime ever.
I bought my iphone in qatar and when i got it, facetime was installed and i used it however i dont live there. i changed the sim card to my current country and now i can even find the icon or go to settings and turn it on. so my question is this if it is removed by law then how come it was fine in qatar and now i cant even find it..the phone does have facetime, so please help me understand and set it up.
Your phone was previously hacked/jailbroken, and the hack (or part of it) got removed when you activated with a new carrier.

Not necessarily, modular... The phone is smart enough to know that if a SIM from a different country is inserted in it, it should disable facetime. An attempt to keep facetime from 'sneaking in under the wire' to countries where it is banned.
Why would FaceTime be available in Qatar, where it is banned, without hacking? The the support article is stating that an unlocked iPhone originating from that area won't have Facetime no matter where it's used, even where allowed. The phone doesn't intelligently disable it according to the particular country it's in...
well in qatar it was fine. now in spain it doesnt work.
Qatar is no longer listed as one of the countries where it is not available. It used to be, but the law must have changed...
Only Saudi Arabia and the United Arab Emirates are still listed as countries where it is not available at all.
