Q: How do I get my pictures and videos back onto my phone?

How do I get my pictures and videos back onto my phone? I have copied them to my computer and now I am about to wipe my device clean and start over like it's a new phone because my "other" category is taking over my phone. HELP PLEASE!!

iPhone 4, Windows 7
