Are you going to load movies? Those are large files. Are you going to use the iPad as a substitute for a computer? What other files will you have on it? Do you plan to back it up to a computer in the future or back up to iCloud? You need to decide what you plan to do with it and how much space you need. You can't add memory so get the most that you can afford.

At the risk of stating the obvious, the 64 gig will store twice as much stuff as the 32 gig. So, what you need to consider is how much stuff (music, apps, videos, books, magazines, pictures) you plan on putting on the iPad.
