When you switch on the computer you get a question mark? This would indicate a fault with the hard drive or your iBook has a boot volume it can't boot from. first thing to try is holding down the option key during boot up. This will show you a list of bootable drives. If your hard drive is not shown, then it's faulty and need further investigation. If it is shown, select it and see if it boots to the OS.
In order to diagnose any fault you may have with your hard drive, you will need to boot your iBook from a bootable media preferably the Apple Hardware test CD that came with your iBook. If your iBook is running Mac OS X, try booting from your Mac OS X CD.

If your using a Mac OS X CD, Place disk into the drive and hold down the 'C' key.

You can't install Mac OS 9.2 on a disk drive that has failed or need repair.
You can use your Mac OS 9.2 install disk to run disk first aid. follow these instructions:
