Have just got a new i4s (replaced an i4) but caller ID is shaded and not able to change it. have reset the phone a few times without success. Carrier is not helpful. Based in Sydney.

Try this:
Go to Settings>Airplane Mode and turn Airplane Mode "ON".
Go back to Settings>Airplane Mode and turn Airplane Mode "OFF".
Try this:
