IPhone like an iPod?

I gave my mom my old iPhone 4. She is not going to activate it til next weekend. Can she set up the iPhone- I guess kinda like an iPod, but once she activates the cellular part- will all the stuff she adds to it now, will it stay? Or once she activates the phone will she lose all her settings?
