Can't sync 4th generation ipod shuffle

I just bought a 4th generation ipod shuffle for my mom's birthday. I'm trying to put songs on it but it will not sync to itunes. I'm using the cord that came with the ipod and have tried both resetting and updating itunes. When i connect my ipod nano and iphone they both sync to itunes and my macbook. All software is up to date, and i've never had any problems with any of my ipods or iphone.
