iPad Mini - AT&T or Verzion: Hotspot and Facetime Cellular

Does anyone know what AT&T and Verizon will support on their pre-paid iPad data plans? Specifically:

1. Personal Hotspot? ( I believe VZ does, but not sure about At&T)

2. Facetime over Cellular?

I can't seem to find a clear answer on the web so would greatly appreciate a definitive answer on both.
