AirPort Utility 6.1 comes packed in with Mountain Lion. Unfortunately, AirPort Utility 6.1 cannot be used to configure older "b/g" wireless devices.
Either AirPort Utility 5.6 or 5.6.1 can be used.....the problem is that Apple's installer will not allow you to install either application on Mountain Lion.
You can manually install the application using a utility like Pacifist. Apple of course does not officially support this, but it works as far we know. More details here:

In fact I just did that two days ago trying to "fix" the bad relationship between my AEX and Bright House modem/router. But one can use Pacifist to install it quite easily, of course.

I cannot download and install 5.6 on Mountain Lion (or 5.6.1) without using Pacifist or a similar utility...and neither can the the original poster michaeltbarret, as he has already reported above.
