Can I transfer my apps form my iPhone to iTunes (Win 7)? When I transferred my library to my new computer, the apps didn't tranfer.

you can open up itunes, click on file, and then clcik transfer

Try copying the entire iTunes folder to your new computer (not just your music folder), as described here: http://support.apple.com/kb/HT4527. Also be sure to authorize the new computer in iTunes>Store>Authorize this computer.
Transfer purchases from your iPhone to your iTunes by plugging it into your computer. Go to File>Transfer Purchases
I don't see any "transfer" under file. What woule happen if I sync'ed my iPhone with ITunes? Would I lose all my apps on my iPhone?
Right click on your device in the left pane of iTunes. Select "Transfer Purchaces".
Not if your computer is authorized for the Apple ID(s) used to purchase the apps.
