I have a 8 gigabyte IPod touch fourth generation and 2.3 gigabytes available but I still can't download it. Can anybody help

That would likely be because the app must be downloaded then installed. That means more memory is required than what the app will end up using once installed. Think of it like you are downloading a compressed archive. Then you have to dearchive in order to get the application. Finally, you delete the archive. Until that last step your device needs space for the archive and the contents of the archive.

To download and install an app the iPod needs about three times the file download size.You need to delete some items to make more storage available.
Would it work if one downloaded the app via iTunes and then synced?
I do not know. No one has reported that in this forum and I do not have enough stuff on my devices to try.
Mdean3470 try this. Go to the app store in iTunes and download your 1.36 GB app from there. Then sync it with your iPod. Please report back whether this works or not.
