About the Lost iphone.

Recently I read some article or posts either in the forum or out this forum. basically, the lost iphones are turned off and later on they would sync the itune to swipe off the phone as new. Just from the processes of restoring the phone as new. I am kinda inspire that Apple allows people to set passcodes to turn on the phones, why doesn't Apple allows the iphone users to set passcodes to turn the phones off, or even passcodes to connect to itune and sync the phone as new?

iPhone 4S, iOS 5.0.1

Apple DOES require that you enter your password in iTunes before setting up as a new phone, if the iTunes library is not one that has been synced with before.

Many people would be annoyed with having to type in a passcode to turn their phone off.
