When I switch between fullscreen apps, they are not active

I think this is a new issue as I never noticed it before the last week. When I swipe between fullscreen apps, they become inactive. For example, if I swipe from mail to safari, I have to click in the safari window before it will accept any key commands. For instance, I cannot switch over to Safari and hit Cmd-T for a new tab UNLESS I click in the window first.


As I remember, this is not how it's supposed work. Does anyone else have this issue lately?

Mac Pro, OS X Mountain Lion (10.8.2)

I did some digging around and I am 95% sure that this issue was caused by a silly little app called Live Wallpaper. I have disabled it and I am no longer having the issue. I thought I'd post just in case it helps anyone else.
