I purchase my Iphone 4S last year from United Arab Emirates. I have move to another country and tried to operate the Facetime feature, but in vain. I am seeking help and support to do something with my iphone to be connected or install the facetime feature.

You can't. FaceTime has been permanently removed from your phone, as in there is no way to add it back. Restricted by the government there.
No facetime for phones bought in UAE
You can ignore the link that Ocean20 provided you, as I've already provided, FaceTime has been permanently removed from your phone. There is no way to add it back.
I did not send the link because it would provide a fix. I sent it because it mentions that facetime is not available in certain countries. My post did say that there was no facetime for phone bought in the UAE.... never mind
I purchased my I phone 4S from UAE and has no facetime. How do I activate face time while outside UAE.
