Internet Explorer is only available for Windows, not Mac. If you have to use a webpage that requires Internet Explorer, you can use compatibility mode:
1. Go to Safari > Preferences > Advanced and tick Show Develop menu in menu bar.
2. Open Develop > User Agent and press Internet Explorer 9 (Windows).
If it doesn't help, buy Windows 7 or 8 and install it in VMware Fusion, Parallels Desktop, VirtualBox or through Apple Boot Camp

No, it just lies to the server about what browser it is.
Internet explorer for Mountain Lion:
I found if you download the web browser FIREFOX and go in through this browser, type the name of bank and log in that you will be able to PAY BILLS..... It's a crazy problem. Sounds like the banks need to be more "Mac Friendly". Good luck.

I think before we go much further recommending UA solutions, we might first hear more from the OP about what specific need drives Internet Explorer access from the Apple platform.
If that need requires the real Internet Explorer, then the Mac solution is not going to be an artificial UA solution, but involve a virtual machine, or bootcamp running Windows 7 with IE9.
