Q: Can I get a refund on icloud storage fees?

I recently upgraded my storage on iCloud, only to find that I really didn't need that much storage.  Now I have downgraded, but I don't want to wait until next year to downgrade, I would like to do so NOW and get a refund (even if it is prorated).  How do I do that?
