When I launch Safari it opens with all the windows and tabs from the previous session. I recently upgraded to 10.7.5 on my 2008 MacBook and installed all software updates.

Safari > Preferences. Make it look approximately like this:
My Safari (6.0.1) preference pane looks somewhat different: There is no "Safari Opens With". Instead it has "New Windows Open With" with a choice of top sites, home page, empty page, same page or bookmarks. And the next setting says "New Tabs Open With" and gives the same choices.

System Preferences > General > Number of recent items
Uncheck the check box next to "Restore windows when quitting and re-opening apps".
