"iphone is disabled, connect to itunes". I cannot get anything to work. Help!

I have tried to restore my iphone and nothing works! It starts the process for about 15 minutes then the phone goes back to the message "iphone is disabled, connect to itunes". I cannot get anything to work. Help! I am so frustrated with our iphones, that I am ready to switch to different phones for my entire family. Please help!!!
