location services and notes disable themselve

Why do the location services and the notes disable themselve in the preferences? I switch them on and after a while (could be just closing the preference panel, a restart or after a day) they are unchecked. Especially for the location services this is not good when the Mac will be stolen.

By the way, why are these settings not locked by the administrator password? As a thief, the first thing I would do is to open the preferences and uncheck the location services.
