how to unlock iphone 4 from telcel after contract expired

I had an iPhone 4 on Telcel in Mexico but just renewed my contract when it expired as soon as the iPhone 5 was available. How can get to unlock the iPhone 4 since it is no longer under contract or subsidized and legally is now owned by me so I can use it while traveling internationally without the expensive fees.

Apparently there is a new law in Mexico which went into effect with the last few months. It mandates that carriers must unlock phones once the contract period is over and the subsidy had been "paid" by the customer.


There are some threads here talking about this and some people have reported success in getting their iPhones unlocked. As Galaad has said, it can be done, but the process is tortuous, apparently.

I went to the Telcel service center in Cancun with NOM-184-SCFI-2012 in my hands asking them to unblock my iPhone 4. What they said is that they are aware of this new law but that it applies only for devices purchased after the law has come out (around autumn 2012).


Any body knows if this attitude is legal or has had similar experiences?

Aparently Telcel is one of the most crappie companies in Mexico and is because you have to go there in person to unlock your Mobile otherwise they are not "able" to "help"even if you can probe with your invoice, Any Mexican Government Institution do not work properly, is anoying becase seems like they are making you a favor and is not, the only one thing is you can still using your Iphone as an Ipod.

The unlocking procedure includes this reminder: "the 'Official Mexican Standard NOM-184-SCFI-2012' states that cell phones purchased after October 23, 2012—when the rule became effective—must be unlocked for free if you ask." It implies that phones purchased before October 23, 2012 cannot be unlocked.
