On my IPhone4S I am missing my Utilities folder, how do I restore it?

I am missing my utilities folder on my IPhone 4S which has my settings app in it. How do I restore it or find it.

MacBook Pro, Mac OS X (10.7.2)

Well the Settings App is not placed in the Utilities Folder by Apple, but it is OK to place it there. So if you Reset Home Screen Layout it will place your Apps in order, but Settings App will be outside a folder but easy to find right away.

Slide Home Screen all the way to the right to the first screen, the Search Screen, type Settings into the bar, then Tap the Settings > General > Reset > Reset Home Screen Layout.
