How do I restore my contacts from icloud without restoring everything else?

Contacts aren't included in the iCloud backup. They are synced to your iCloud account. If they are still in your account on icoud.com you can sync them back to your phone by signing into your account in Settings>iCloud andturning Contacts to On (if prompted, choose Merge).
