is there a chance they could take that phone and offer me a lower price on the 4S or the 5 or will it only be for the 4?
They will replace it with a 4 for $150, unless they have no 4's left. Then they will give you a 4S. But if they have a 4 in stock, no dice.
thats a little rediculous that they even offer me the 4S for like 250
For $549 they will sell you an unlocked model.

They can offer to fix the iPhone for $149, assuming it has not been modified by an unauthorized service. Apple does not offer upgrade pricing. That is totally in the hands of the wireless carriers. Same goes for any cell phone manufacturer.
