Murphy, the error is dubious by nature. Although I'm late to this post here, you'll mostly find your solution here: http://www.igeeksblog.com/fix-itunes-error-3194/
iTunes appends a line in your host file and that kind of gets things messed up.

I edited the hosts file. Still failed. I disabled the Windows firewall and it succeeded.

Opps.... now I get error 6.

Found the answers in this post to address the issue in several ways. Cleaning the hosts file worked for me,

I can see there are heaps of comments in there of other people saying it worked for them although not for everyone.

My error was also fixed by updating the hosts file for this 3194
