Depending on your contract it might be possible to use the phone with another provider after the unlocking process. There is no software involved, the provider passes the serial number and other info on to Apple, and Apple will add it to their database for iTunes. When you restore your phone after you got notified that the unlock has been made by your provider, iTunes will notify you about the completed unlock after that.

What? They offer official unlocking for iPhones. Call back & ask to talk to someone who knows what they're talking about.

Every carrier sets their own unlocking policy, & this has nothing to do with Apple. You will have to deal with your carrier, like it or not.
